素有“东方之珠”美誉的槟城，是许多国际企业眼中的瑰宝，他们不仅相继在该岛打造企业王国，同时还落地生根，让槟岛成为一个聚集丰富色彩的岛屿。 
今天，这颗“东方之珠”因着外资而亮丽，房地产更是因着外资而绽放令人炫目的光耀。
国人外资抢购投资 槟岛产业高速起飞
一个市场越热，越容易因失衡而引致所谓的泡沫化。槟城房地产价格不断飙升，同样被视为泡沫化的危机。
肯南嘉投资研究分析员，为了探讨这个课题，特地到槟岛走一趟，并拜访当地的产业公司，包括实达集团（SPSetia）、IJM置地（IJMLand）、马星集团（MahSing）、依恩奥集团（E&#038;O）、嘉德产托（CMMT）及玮力产业集团（Ivory），一探实虚。 
同时，分析员此行也不忘与“投资槟城”（Invest Penang）执行主席拿督李家泉及槟州首长林冠英政策顾问刘镇东会面，以便更深入了解槟岛的产业状况。
据分析员的了解，槟岛经济正在改革，无论在项目招标，或审批程序上，都已提高了透明度水平，许多来自巴生谷的产业发展商慕名而来，寻求发展机会。
“对于发展商前来槟岛寻求商机，我们是乐观其成，因为槟州政府正在努力改善该岛的价值与市场化。” 
槟经济前景乐观
他说，自从槟岛换了新政府后，槟城人对槟州经济前景乐观，进一步带动产业市场走势，特别是住宅产业。
基于产业价格大幅提升，因此，平均建筑面积为1100至1300平方尺的单位或公寓，将越来越受欢迎，因为这对投资者来说，比较容易负担。 
外资回流推高房价
据非正式统计，槟岛产业平均价格比巴生谷更高，槟城3、4年前推出的许多住宅产业，价格已经飙升50至100%，许多发展商相信这是过去5至7年来，供应缓慢所致。 
根据分析员的观察，这几年来，槟岛的产业成交价相应提高，同时受到斜坡发展限制，以及被誉为审批发展项目最慢的州属之一的影响，导致新房地产供应放慢。
另外一个原因便是外资，如中国资金等逐渐回流至槟城。 
槟岛许多发展项目都极具特色，加上价格迅速飙升及很快被抢购一空，分析员相信，槟城产业发展项目可为发展商带来可观收益。 
木寇山发展潜能大
据了解，州政府即将开发的土段包括峇都加湾（Batu Kawan）、峇央珍珠（Bayan Mutiara）和升旗山。 
另外一个潜在大型发展项目则是木寇山；这个占地约850英亩，之前用以收容麻疯病患和扣留者的岛屿，依然保持不变。 
木寇山约有600英亩森林保护区，州政府和其他单位（如与槟城发展机构联营的城市发展局控股）将发展船厂、度假村、酒店、码头、水库和住宅计划。
为了制衡产业价格，释放政府土地将成为槟州政府所采取的第一个措施。 
“投资槟城”和刘镇东表示，这主要是为该州筹集资金，以发展基础设施。 
根据肯南嘉投资研究报告引述两人的谈话：“其他措施将在稍后才审议，因为增加槟城人口流动问题前，须先解决交通挤塞。” 
留意涨势 适时出手
随着槟城经济正迈向改革之路，加上已被列入世界遗产名目，相信在短至中期内，槟岛产业价格将持续上涨。
然而，“投资槟城”当局和刘镇东则说，当局会留意走势，并称，假设住宅产业价格继续保持当前势头，政府将适时“插手”。
为了遏制住宅产业价格不断攀升，槟州政府考虑采取以下措施：
1. 斜坡开发产业
槟州政府最后可能允许，有信誉的发展商在斜坡上开发产业项目，但斜度标准和监测等将受到监督，并确保符合斜坡发展条规。 
据知，地势超过水平250尺的山坡发展将受到限制，但槟岛约半土地，都是250尺以上的。坡度是没限制的，只不过超过35°的斜坡都在严控范围。 
2. 增加土地密度 
这是鼓励新住宅新供应最简单措施，州政府关心岛上交通挤塞问题，希望在提高密度前，先改善公共交通问题。 
去年，槟城市议会提高了高层产业的地积比率，从之前每英亩4万2000平方尺（每英亩60个单位），增至每英亩12万2000平方尺（每英亩87个单位），条件是：5%单位最高定价20万令吉、10%单位最贵30万令吉，以及5%单位最高50万令吉。 
上述措施并不适用在首要住宅地区，如东姑阿都拉曼路、Jesselton、现有著名房屋地区、一般房屋地区、乔治城遗产（包括缓冲区），以及一些在丹绒武雅（Tanjung Bungah）和丹绒道光（Tanjung Tokong）具有陡峭山坡的地区。 
3. 土地重新开发 
IJM置地在沿着日落洞大道（Jelutong Expressway）一带，拥有一块面积200英亩的土地要重新开发，而依恩奥集团则正在等待州政府审批，以重新开发一块靠近斯里丹绒槟城约740英亩的土地。 
据了解，槟州投资于发展臂膀——槟城发展机构（PDC）也在槟城大桥附近拥一块38英亩土地供复垦，底价每平方尺200令吉。 
4. 释放政府土地 
过去，州政府通常是与私人发展商合作，供应土地由后者负责发展。但从回酬角度来看，这个方法是失败的，因为发展商将趁机谋利，最好例子便是城市发展局控股（UDA）和槟城发展机构的木寇山（Pulau Jerejak）联营发展项目。 
现在，州政府宁愿通过投标销售土地，也不选择联营，这意味着杨忠礼机构（YTL）的项目是州政府最后一个联营发展项目。
